Racing Victoria (RV) is one of Australia’s leading sporting organisations, and the independent governing body of thoroughbred racing in Victoria. We develop, promote and manage the conduct of thoroughbred racing in Victoria to safeguard its integrity.

Are you a strategic thinker with a passion for intelligence led integrity? We’re looking for an experienced professional to lead the charge in driving intelligence capabilities across the racing industry.

As the Intelligence Analyst, you will be the subject matter expert on intelligence matters, playing a pivotal role in ensuring that data-driven insights support fair and transparent racing operations.

Key Responsibilities:

  • Champion intelligence-driven processes and foster the ongoing education and upskilling of internal teams.
  • Collate, analyse and disseminate intelligence information and intelligence products to various workgroups within Integrity Services Department.
  • Raise awareness and embed contemporary intelligence products and systems through benchmarking and best-practice methods.
  • Conduct regular reviews and maintain intelligence manuals, process documents, and training materials.
  • Deliver strategic insights to support the Tasking and Coordination process and inform policy and operational decisions across Integrity Services Department (ISD).
  • Produce timely and accurate intelligence products (including ISD Metrics) for senior management and provide advice on such results, so as to inform tactical, operational, and strategic decision-making.
  • Provide analytical support on investigations into potential breaches of the Rules of Racing.
  • Undertake proactive intelligence development, including open-source research and horizon scanning.
  • Manage external intelligence-related enquiries from stakeholders such as other racing bodies, law enforcement agencies, and regulators, ensuring data security and privacy compliance.
  • Lead intelligence and betting investigations and contribute expert advice in both written and verbal formats.
  • Oversee the delivery and enhancement of technical capabilities relevant to the Betting and Intelligence Unit
  • Support and lead control room operations, including the automation of data analysis to detect any significant or suspicious betting trends and behaviours.

Leadership Responsibilities:

You will provide strategic oversight and guidance to the Integrity Services Department ensuring:

  • Expert advice to the Raceday Stewards' Panel on any wagering anomalies or irregularities.
  • In-depth forensic research and pattern analysis to identify any significant betting transactions and links to relevant persons within the racing industry
  • Participation in bookmaker audits to assess compliance with the Rules of Racing.??
  • Development of intelligence  reports and  products to support and compliment investigations conducted
  • Maintain and promote ongoing liaison and networking with key external stakeholders and driving the importance of information sharing, to ensure greater understanding and awareness of integrity threats. Produce intelligence products and assessments for internal workgroups and our external stakeholders

About You:

You bring deep expertise in intelligence analysis, with strong investigative skills and experience in a regulatory or law enforcement context. You thrive in a dynamic environment and have a track record of using intelligence to inform strategic decisions and operational outcomes. Experience in racing, sport integrity, or financial crime is highly desirable.
